I noticed that at least one DVD we used in testing had odd file type and win media player don't have proper codec, and searching this I got lots of oddball sites I don't trust. I said early on we should use VLC, but tech didn't care for that as some reason there leery of freeware, or would be more work to setup systems if had to add VLC. I tried this on a system in a lab and in the shop both did same thing, so it's somehting with the optiplex 390 or the image they made.
